Adjust rack to top position and preheat oven to 425 degrees. In a #small pot{}, combine @white rice{1.5%cup}, 1¼ cups water (2¼ cups for 4 servings), and a pinch of @salt{1%tsp}. Bring to a boil, then cover and reduce to a low simmer. Cook until rice is tender, ~{18%minutes}. Keep covered off heat until ready to serve.

While rice cooks, drain and rinse @chickpeas{2%unit}. Toss on a baking sheet with a large drizzle of @olive oil{2%tsp}, salt, and pepper. Roast on top rack until browned and crispy, ~{20%minutes}. Meanwhile, wash and dry produce. Halve @heirloom grape tomatoes{8%oz}. Trim and thinly slice @scallions{4%unit}. Slice @celery{5%oz} into ¼-inch-thick pieces. Peel @mandarin orange{4%unit} and cut wedges into bite-size pieces. Drain @pineapple{16%oz}. Melt @butter{4%tbsp} in a #medium pan{} over medium heat. Sprinkle @flour{4%tbsp} over butter and cook, stirring, until combined and lightly browned, ~{30%seconds}. Serve roasted chickpeas, tomatoes, scallions, celery, oranges, pineapple, @cheddar cheese{1%cup}, @shredded coconut{½%cup}, @crispy fried onions{4%unit}, and @sweet soy glaze{8%tbsp} family style so everyone can build their own bowl.
